how should the nfl respond when a football player scores a touchdown and then celebrates the moment in the end zone?
yes no

Explanation:

A thesis statement presents a claim or argument to be supported, while the given text is a question asking how the NFL should respond, not a declarative statement with a position. So it's not a thesis statement.
