Question

__________________________ issued what ultimately came to be known as the \spot resolutions\.

Explanation:

The "Spot Resolutions" were issued by the United States House of Representatives, specifically by Congressman Abraham Lincoln in 1847 during the Mexican - American War. These resolutions were intended to determine the exact spot where American blood was shed on American soil (as a pretext for the war, though the reality was different), and thus the entity that issued them was the United States House of Representatives (or more specifically, Abraham Lincoln acting in his capacity as a representative).

Answer:

United States House of Representatives (or Abraham Lincoln)
